On the 26th of May 2016, the International Holocaust Remembrance Alliance (IHRA) adopted the following non-legally binding working definition of antisemitism at their Plenary in Bucharest:

“Antisemitism is a certain perception of Jews, which may be expressed

as hatred toward Jews. Rhetorical and physical manifestations of antisemitism

are directed toward Jewish or non-Jewish individuals and/or their property,

toward Jewish community institutions and religious facilities.”

Since May 2016, over 35 governments have also adopted this definition of antisemitism including the Government of Canada on June 25, 2019 and the Government of Ontario on October 26, 2020.
